　　7月3日，科技部网站公开发布《国家野外科学观测研究站管理办法》（以下简称《办法》）的通知，旨在加强和规范国家野外科学观测研究站（以下简称国家野外站）的建设和运行管理。国家野外站依托科研院所、高等院校等单位建设，实行“分类管理、联合协作、资源共享、动态调整”运行机制。

　　国家野外站是国家科技创新基地的重要组成部分，主要职责是服务于生态学、地学、农学、环境科学、材料科学等领域发展，获取长期野外定位观测数据并开展高水平科学研究工作。

　　“科技部根据相关科技发展规划和国家野外站布局方案，有计划、有重点遴选部门（地方）野外站，建设国家野外站。”《办法》提出，科技部公开发布国家野外站建设指南，由主管部门组织申报。科技部委托相关机构或组织专家进行国家野外站的遴选评审，择优建设。

　　《办法》指出，国家野外站建设期一般不超过两年，根据“边建设、边研究、边服务”的原则，加强基础设施、观测场地、仪器设备和人才队伍建设，按照观测指标和技术规范的要求进行观测实验，开展科学研究及示范服务。

　　关于国家野外站的运行，《办法》特别提到，国家野外站应成立学术委员会，由国内外科研一线优秀科学家和监测领域专家组成，每届任期5年。

　　据悉，国家野外站名称由科技部统一命名，一般为“地名+领域（学科）+国家野外科学观测研究站”，经正式公布后使用。
