 　　截至2017年底，全国认证认可检验检测机构达到36797家，实现营业收入共计2632.52亿元，较上年增长13.51％；2017年共出具检验检测报告3.76亿份，平均每天对社会出具各类报告103万份。

　　7月30日，第二届国际可持续发展实验室高峰论坛在京举行，中国国家认证认可监督管理委员会实验室与检测监管部主任乔东抛出上述数据，说明我国检验检测机构的技术实力和创新能力进一步增强，供给资源保持快速增长。

　　“在行政许可放管服制度指导下，我国许可的实验室和检验检测机构的数量，近几年每年增长近20％，质量水平每年也以15％的指数增长。”乔东说，随着实验室数量的快速增长，目前的监管有些滞后，需要加强事中事后的监管。

　　说到实验室建设面临的问题，中国出入境检验检疫协会国际可持续发展实验室分会副会长迟海鹏认为，中国实验室发展还属于起步阶段，大量新建的实验室没有一个可执行或可参考的标准和要求，导致实验室的重复建设、浪费时有发生。

　　“从顶尖实验室来看，中国的实验室设计、建设水平已不输任何发达国家，但主流实验室明显落后，主要原因还在于社会的认知，大家目前更关注数据和仪器，而不是实验环境的改善。”迟海鹏解释说，这也导致实验室行业没有意愿和动力，推动实验室新技术和新思路的应用。

　　对此，国家卫生健康委员会科学技术研究所基建设备处副处长徐海燕表示认同：“目前在建的国家干细胞实验室，只有上海和深圳有地方标准，国家层面尚无标准可循。”

　　病原微生物实验室是生物学实验室的代表，包括P1—P4实验室。徐海燕举例说，在顶级实验室的设计上，中国的水平和能力在世界上拔尖，比如，中科院武汉国家生物安全实验室成为中国首个正式投入运行的P4实验室，哈尔滨兽医研究所P4实验室正在认证，未来北京、昆明也规划有P4实验室。但P2、P3实验室建设中，一些项目存在建完后要改造才能使用的情况，包括普通的实验室建设水平参差不齐。

　　“不仅是实验室设计建造领域相关的规范标准较少，尤其要关注的是实验室的环境污染。”暨南大学实验动物管理中心主任傅江南教授建议，国家实验室的管理、设计建造以及运营维护要提出全新的理念，“谁排放谁处理，排放什么处理什么，排放多少处理多少，不能给社会环境造成污染和负担”。
