  　第四次区域全面经济伙伴关系协定领导人会议11月15日举行，东盟十国以及中国、日本、韩国、澳大利亚、新西兰15个国家，正式签署区域全面经济伙伴关系协定（RCEP），标志着全球规模最大的自由贸易协定正式达成。签署RCEP，是地区国家以实际行动维护多边贸易体制、建设开放型世界经济的重要一步，对深化区域经济一体化、稳定全球经济具有标志性意义。

　　协定谈判长达8年

　　

协定由东盟10国发起，邀请中国、日本、韩国、澳大利亚、新西兰、印度6个对话伙伴国参加，旨在通过削减关税及非关税壁垒，建立一个16国统一市场的自由贸易协定。

　　

谈判于2012年11月正式启动，涉及中小企业、投资、经济技术合作、货物和服务贸易等10多个领域。2019年11月4日，第三次《区域全面经济伙伴关系协定》领导人会议发表联合声明，宣布15个成员国结束全部文本谈判及实质上所有市场准入谈判，将启动法律文本审核工作，印度因“有重要问题尚未得到解决”而暂时没有加入协定。  

　　

规模全球最大  

　　

截至2018年的统计数据，协定15个成员国将涵盖全球约23亿人口，占全球人口的30%；GDP总和超过25万亿美元，所包括的区域将成为世界最大的自由贸易区。
